摘要
The21stcenturyisthecenturyofpopulationaging.Intheagingprocessofworldpopulationagestructure,populationaginginChinawillshowthecharacteristicsoffast,highlevelsandgeographicalimbalancebetweenurbanandruralarea.Thisgivesoutaproblemtoendowmentinsurancesystem.Thekeypointtosolvetheproblemistheinnovationtoendowmentinsurancesystem.Studiessuggestthatthefocusofinnovationinclude:Firstly,weshouldlocateanendowmentinsurancesystemaccuratelyanddeterminethedirectionofreformandinnovationclearly.Secondly,onthebasisofimprovinginstitutionalmechanismsregulatory,weshouldensuretoincreaseandsustainthevalueofpensions.expenditureandurbanization,whichaggravatestheimbalanceofpopulationandlandurbanization;thirdly,controllingofhouseholdregisteristheprimarycauseoftheslowdevelopmentofpopulationurbanization,however,looseningthispolicyandreformingtheinstitutionswillpromotethedevelopmentofurbanization;lastly,lengtheningtheuseperiodsoffarmlandisgoodforthecoordinativedevelopmentofurbanizationforits'guaranteeeffect',butaperfectmechanismoflandtransfershouldbetakenforthepremise.
