摘要 Theprotectionofminorityrightsandtheconstructionofamulti-ethniccountryaretwoaspectsofthesamehistoricalprocess.Languageisoneofthemostprominentcharacteristicsandsymbolsofanethnicgroup.Thediversityoflanguagesisalsothecommonwealthoftheentirehumanrace.Linguisticrightsareanimportantpartoftheculturalrightsofethnicminorities.Recognizingandguaranteeingtherightsofethnicminoritiestolive,study,andworkandtoenjoyanddeveloptheirowncultureandlanguageisthesignificantcontentsoftheirrights.TheChinesegovernmenthasalwaysattachedimportancetotheprotectionofculturalrightsandotherrightsofethnicminorities,includinglanguagerights.TheConstitutionofthePeople’sRepublicofChina,theNationalRegionalAutonomyLaw,andotherlawsandregulationsaswellastheNationalHumanRightsActionPlanofChinaandotherpolicydocumentsallhaverelevantprovisions,whichhelptoformaharmoniousanddiversemulti-ethnicdevelopmentpattern.
